Sexual abuse by Catholic clerics in Illinois (Attorney General's report 2023)

From 2018 the Attorney General of Illinois investigated all six Catholic dioceses of the state. Before the investigation they had publicly named 103 perpetrators; in the end there were 451 clerics and religious brothers who had abused at least 1,997 children. 160 of them had been confirmed as perpetrators by the Church itself but never publicly named. For decades the dioceses transferred perpetrators to other parishes, even after confessions. Because the acts are mostly time-barred, many victims will never see justice in court.

What happened to the people

Who was affected? Victims and numbers

  1. The report names 451 Catholic clerics and religious brothers who abused at least 1,997 children in Illinois. Before the investigation the dioceses had publicly named only 103 perpetrators.
Evidence: Office of the Illinois Attorney General (Kwame Raoul), Message from the Attorney General, PDF-S. 4
„Before this investigation, the Catholic dioceses of Illinois publicly listed only 103 substantiated child sex abusers. How were they charged and sentenced?

  1. 160 further clerics and religious brothers who had been confirmed as perpetrators by Catholic bodies themselves but never named by the dioceses were made public only by the Attorney General. Many acts are time-barred; victims will therefore often never see justice in court.
Evidence: Office of the Illinois Attorney General (Kwame Raoul), Introduction, The Attorney General’s Investigation by the Numbers, PDF-S. 22
„The Attorney General is publicly disclosing in this report 160 more clerics and religious brothers across five of the six Illinois Dioceses who both ministered in Illinois and have been substantiated by Catholic sources as child sex abusers, but whom have not been disclosed as such by the Illinois Dioceses.“

Evidence: Office of the Illinois Attorney General (Kwame Raoul), Message from the Attorney General, PDF-S. 4
„because the statute of limitations has frequently expired, many survivors of child sex abuse at the hands of Catholic clerics will never see justice in a legal sense“

  2. Despite complaints, the priest Robert Mayer was transferred several times from 1981 and in 1990 even became pastor; an internal note stated that a transfer was to be presented as his own wish. In 1991 he was charged with aggravated sexual abuse of a child and eventually went to prison.
Evidence: Office of the Illinois Attorney General (Kwame Raoul), Archdiocese of Chicago, History of Handling Claims, PDF-S. 55
„A September 1982 memo to Mayer’s file noted that if Mayer was in fact transferred, “it must be construed that he personally requested the transfer.”“

Witness accounts and records

Witness "Benn", abused as a child by a priest of the Archdiocese of Chicago

“This is a systematic problem,” Benn insists. “The church needs to hire psychologists to examine priests. We need to intervene as much as possible . . . [to] prevent future incidents from happening.”

Why? Justification and motives (according to the sources)

  1. Bishop John Myers (Peoria) was asked under oath why he had not passed on information about accused priests. He replied that there had been great consideration for the victims, but also for the reputation of the priests: if a priest lost his reputation, he was finished. About the Diocese of Springfield the report writes that for 50 years its leadership protected the reputation of the Church and its clerics instead of caring for the physical and emotional well-being of the children.
Evidence: Office of the Illinois Attorney General (Kwame Raoul), Diözese Peoria, S. 416
„I think that there was a great sensitivity to caring for victims but also to the reputation of priests. If a priest loses his reputation, he’s done.“

Who received the assets, who profited?

  1. In court, dioceses were ordered to pay large damages: a jury awarded a victim in the Diocese of Belleville 5 million dollars; the trial showed that several bishops had enabled the abuse by a priest for decades. In 2005 a jury awarded 1.9 million dollars to the nephew of a priest who had been abused for almost ten years from the age of five.

Response of the Church

  1. According to the Attorney General, decisions by church leaders allowed known perpetrators to hide for decades. Three dioceses did not investigate allegations against deceased, departed or laicised priests at all; this denied justice to hundreds of victims.

  2. In the Archdiocese of Chicago in 1970 a church official recommended that a priest who had confessed merely be moved to another parish; he then allegedly abused at least three more children and remained in ministry until 2003. Another priest was quietly transferred to another parish in 1975 after his arrest. A priest internally described as a "pedophile" in 1989 was likewise merely transferred.

„a church official simply recommended that Skriba be moved from his parish. This occurred despite Skriba’s admitting to the abuse. Skriba went on to allegedly abuse or act inappropriately toward at least three more children. He remained in ministry until January 2003.“

  3. In May 2005 Cardinal Francis George declared that the Archdiocese of Chicago did not in any way consider itself responsible for the acts of a priest against whom it had itself found eleven allegations of abuse substantiated; it was not liable for scandal or spiritual harm he had caused.
