Malta 2015 to 2025: The Church's Safeguarding Commission confirms abuse cases by priests, religious and lay staff year after year; many victims decline to report to police
In 2015 the Maltese Episcopal Conference and the Conference of Major Religious Superiors set up a Safeguarding Commission; it replaced the Response Team, which had handled allegations since 1999. In its annual reports the commission confirms cases every year: in 2017 three cases of abuse of minors, in 2018 six, in 2023 eight cases involving minors or vulnerable adults, including sexual abuse by two diocesan priests, in 2024 nine cases involving vulnerable adults, including a religious facing three allegations of sexual abuse, in 2025 six cases. Several adult victims did not want to report to police despite being offered support. The commission assesses on the balance of probabilities, not by the criminal standard.

How were they charged and sentenced?
- The commission was founded in 2015 by the Maltese Episcopal Conference and the Conference of Major Religious Superiors and replaced the Response Team, which had handled allegations since 1999. It does not determine guilt but assesses risk on the balance of probabilities; an allegation counts as substantiated when evidence proves that it happened.
