Sexual abuse in schools run by religious orders in Ireland (Scoping Inquiry 2024)

After a radio documentary about Blackrock College, the Irish government set up a scoping inquiry in 2023. The religious orders running schools themselves recorded 2,395 allegations of sexual abuse at 308 schools against 884 accused; in 17 special schools for children with disabilities there were 590 allegations. Victims described rapes, drugging and brutal violence in a climate of fear and silence, mostly between the 1960s and early 1990s. Many are convinced that orders and schools covered up the abuse. The inquiry recommended a state commission of investigation and compensation, to which the orders should contribute.

How were they charged and sentenced?

  1. Hardly any participant knew of criminal proceedings at the time of the abuse; those who confided in their parents and were believed rarely saw serious consequences for the perpetrators. Some perpetrators were charged or convicted only when victims reported the abuse as adults. One participant reported that an order told him he was the first to speak of abuse and immediately concluded a settlement; he later learned that other victims had also been told to keep silent and that settlements had been concluded with them too.
Evidence: Scoping Inquiry (Mary O’Toole SC), Department of Education, Irland, Nr. 92, S. 88 (PDF-S. 86)
„few saw any substantial consequences for those responsible for sexually abusing them. Very few participants were aware of any criminal prosecutions at, or around, the time of the abuse.“

What happened to those affected?

  1. Many said their childhood ended on the day of the first abuse. As adults they suffered from relationship, psychological and physical problems, addiction and lost career opportunities; some decided against having children of their own or avoided churches so much that they did not go to a parent's funeral. Most of those who later approached the order found it unhelpful, especially in the case of a defensive legal process.

Background

Course of events

  1. The victims, almost all of them men, described abuse mainly between the early 1960s and early 1990s, peaking in the early to mid-1970s. They described being molested, stripped naked, raped and drugged in classrooms, dormitories and offices, often accompanied by brutal violence, in a climate of fear and silence.
Evidence: Scoping Inquiry (Mary O’Toole SC), Department of Education, Irland, Executive Summary, B, S. 7
„The incidents of sexual abuse were, in the main, described as having occurred between the early 1960s and the early 1990s, with the highest number of reported incidents occurring in the early to mid-1970s.“

Why? Justification and motives (according to the sources)

  1. Participants had the impression that schools sometimes protected their reputation rather than the children. Others felt that the order cared more about its reputation and assets than about the survivors; one said the order had acted like a company and protected its assets.
Evidence: Scoping Inquiry (Mary O’Toole SC), Department of Education, Irland, Nr. 109, S. 92 (PDF-S. 90)
„Participants felt that in some cases action may have been taken to protect the reputation of the school, rather than to protect children from abuse.“

Evidence: Scoping Inquiry (Mary O’Toole SC), Department of Education, Irland, Nr. 129, S. 160 (PDF-S. 158)
„Others expressed the view that protecting the order and its reputation and assets took priority over protecting survivors.“

Who received the assets, who profited?

  1. The inquiry recommended a state commission of investigation and a redress scheme; the government should ask the orders concerned to contribute to it.
Evidence: Scoping Inquiry (Mary O’Toole SC), Department of Education, Irland, Executive Summary, C, S. 11
„We recommend that a Commission of Investigation pursuant to the Commissions of Investigation Act 2004 be established.“

Evidence: Scoping Inquiry (Mary O’Toole SC), Department of Education, Irland, Executive Summary, C, S. 12
„We further recommend that the Government approach the relevant religious orders about contributing to a redress scheme.“

Response of the Church

  1. Many victims are convinced that the abuse was so widespread that it cannot have escaped other teachers and the order's leadership, and that schools or orders covered it up. For most there was no one they could confide in; the power of the Catholic Church had permeated their entire lives.
Evidence: Scoping Inquiry (Mary O’Toole SC), Department of Education, Irland, Executive Summary, B, S. 8
„Many participants were very clear in their belief that there had been a cover-up in their schools or by the religious order“
