England, Benedictine schools of Ampleforth and Downside, abuse and cover-up (IICSA 2018)
In 2018 the state Independent Inquiry into Child Sexual Abuse described decades of serious sexual abuse of children from the age of seven in the schools of the Benedictine abbeys of Ampleforth and Downside. Ten people, predominantly monks, were convicted or cautioned. The abbots wanted at all costs to keep the police and social services out, transferred perpetrators or let them live in the monastery, where they still had access to children. At Downside files were burned.

What happened to the people
Who was affected? Victims and numbers
- For decades children from the age of seven at the school in Ampleforth, and from eleven at Downside, were seriously sexually abused. Ten people, predominantly monks, were convicted or cautioned for sexual offences against a large number of children or for child pornography; the true extent is likely to be considerably greater.

„It is difficult to describe the appalling sexual abuse inflicted over decades on children aged as young as seven at Ampleforth School, and 11 at Downside School.“

„Ten individuals, mostly monks, connected to these two institutions have been convicted or cautioned in relation to offences involving sexual activity with a large number of children, or offences concerning pornography. The true scale of the abuse however is likely to be considerably higher.“

How were they charged and sentenced?
- Probably in 2012, the then headmaster of Downside, Dom Leo Maidlow Davies, took several wheelbarrow loads of files to the edge of the grounds and burned them. Whether they contained incriminating information can no longer be established; according to the inquiry, this strengthens the impression of a cover-up.

What happened to those affected?
- Piers Grant-Ferris was convicted of 20 counts of indecent assault against 15 boys of the Ampleforth junior school. One victim described how he made him undress in the confessional of the chapel and beat him on the bare buttocks; during the repeated beatings he masturbated. Another man is said to have abused at least eleven children between eight and twelve years of age; he died before the police investigated. A victim from the 1960s called his abuser at Ampleforth "an out-and-out sadist".

Witness accounts and records
He made him drop his trousers. Piers took hold of the boy’s foreskin and said: ‘This is what you have to do before you pee if you are not circumcised.’ The boy was made to stand there for a long time. Piers seemed to excessively demonstrate what he was doing.

Background
Why? Justification and motives (according to the sources)
- For a long time both abbeys rejected the recommendations of the Nolan Report of 2001. Abbot Timothy Wright of Ampleforth wanted nothing to do with their implementation and clung to outdated notions about "paedophilia". The Church tolerated this refusal.

Who received the assets, who profited?
- In 1998 Ampleforth paid for counselling for a victim, expressly without thereby accepting liability; the abbot told the inquiry that an admission of liability might jeopardise insurance cover. At Downside the abbot announced in 2003 that a solicitor of the insurance company would review a case and feared that compensation might encourage other boys to complain about the same monk. He wrote to the accused monk that the victim was "out to get compensation".

Response of the Church
- For a long time the overriding concern in both abbeys was to keep social services and the police out at all costs, no matter how serious the abuse. Instead of reporting suspects, the abbots let them live in the monastery or transferred them to parishes, often without adequately warning the recipients; as a result further children were abused. Many allegations were never reported to the police.

A second victim could have been protected if Abbot John Roberts and the headmaster had reported the first case. Regarding White's return in 1999, the abbot wrote that he hoped the climate among the "national witch-hunters" would be sufficiently muted for White to live in the monastery again.
